Special Pre-Soiree Event "Structuring Community Choice" (by Invitation)
Thanks to the environmental leadership of Lesa Heebner, Peter Zahn, David Zito and Mike Nichols, the Solana Beach Council entered into an agreement with California Clean Power to produce a Community Choice Aggregation Feasibility Study, at no cost to the city. Other cities considering CCAs are doing the same - how does this "no cost" model work?
SDED has invited the CEO of California Clean Power, Peter Rumble, to present in a private informal setting starting at 5:00, to decision makers from Solana Beach, Encinitas, Del Mar and Rancho Santa Fe. His presentation will cover the status of the Solana Beach Feasibility study, the pros and cons of CCP's "private operator" approach, and the values of his company.
CCP is the first private company in California to propose funding and operating a CCA on behalf of a City or a County. This approach is not unlike a Charter School mechanism. Since no other California CCA program operates works this way, however, the model has raised questions. To create an informative and balanced program, SDED has also invited CCA leaders familiar with other CCA models - wherein the CCA is operated through a new public entity (Marin, Sonoma) or as an extension of an existing municipal structure (as in City of Lancaster).
